Welcome to County connection my name is Julie Souter I'm your host and we have a jam-packed agenda today to talk about all kinds of programs and services offered by Summit County and we are going to kick it off today with a section to dedicated to landlord and tenant rights and we have some folks here from Summit Housing Authority jennifer Kermode who heads up the summit combined Housing Authority yes and then a couple of guests from Colorado legal services Ron Carlson and Patricia Craig welcome guys thanks for joining us thanks for having us this is great good so Jennifer why don't you start off by just giving us a little bit of background on the Housing Authority the services it offers in general and then also landlord tenant issues in particular okay well the Housing Authority has several different programs that we bring to the community dealing mostly in education and then in some loan services and some real estate services and so mostly we work with people that are looking at deed restricted purchases but one of the things that we've started getting into is landlord tenant education and one of the reasons Julie is we have a very tight rental market here in Summit County we have more people that need to rent that can afford lower rents than we have rentals available so what we run into is a lot of overcrowding issues and a lot of landlord-tenant problems and I don't we found over the last couple years that people really don't know where to go we do have some resources out there for them such as Colorado legal services but people don't necessarily know that they're out there so the housing authority has started a free class where we bring in attorneys and talk about various issues that landlords and tenants deal with so we want to get more information out to the public so that they know this is out there okay great and then based on the calls that you receive the enquiries that you get and also just kind of what you know and you're seeing out there what would you say are some of the top problems or issues that that kind of create conflict in those landlord-tenant relationships there are three big ones that we hear about one is habitability so the condition of the property either as a tenant living there or as a landlord and a tenant leaves the second one is the security deposits when they do leave do they give them back and are the landlord's following what the laws say about that and then the third one is evictions and evictions seem to be a pretty hot topic between landlords and tenants and there's a lot of legal issues that go along with evictions so all right what we want to focus on today yeah okay so then looking specifically at evictions what are some of the things that a.

How can I convince a tenant to move out?
Many ways:Don’t renew their lease, when it comes up for renewalIf you are in California, “go out of business” as a landlord (this will not work, if you plan to re-rent the place, and would be illegal in that case anyway), to do this, you will need to perform what’s called an “Ellis Act Eviction”Do an “owner occupy” and evict them, expect that you will have to live there a minimum of a year, for there not to be legal repercussions, if you subsequently rent it out again, you will need to offer it to the evicted tenant again, firstHave a friend or immediate family member (parents or children only, no third cousins twice removed) , this also counts for an “owner occupy”“Cash for keys” • pay them to leaveEtc..Note that many of these will cost you money, one way or another, especially in certain areas of California, which have “relocation costs” provisions for evicted tenants. If you are still uncertain, contact a landlord/tenant attorney, and discuss the matter.
In New York, does regular landlord-tenant law apply to residents in sober houses? House manager is saying I’m a resident (not a tenant) with no tenant rights and can just kick me out whenever he pleases.
Sober houses have contracts with the guests specifically designed to allow them the freedom to maintain a safe secure living situation for all in the house. The contracts grant license to reside as long as the guest adheres to the rules and regulations of the program and house. It’s set up to NOT create a tenancy. Otherwise if the guest decides to use/drink/violate rules they couldn’t be removed if a tenancy was created. It’s a very common feature of sober living situations. Typically there is a procedure laid out for a guests removal. It should all be contained in the contract each guest signs upon entry to the home. The house manager is given wide authority to run the property in the best interests of the community. There is usually an appeal process or ombudsman to deal with questions involving management.

Under Pa. Landlord-Tenant Law, how many days must I be a tenant in order to have eviction rights?
Eviction rights? That is the landlord’s last resort.I think you mean peaceful enjoyment. As soon as you sign the lease and pay the agreed upon rent and deposit, get the keys and walk away with the lease you have the right to Peaceful Enjoyment and the right to have a secure and safe habitation. If you are the one who is named on the lease and abide by all of the particulars of the lease (including prevention of illegal activity there and damage by visitors) you are safe from eviction. So the answer is not days - it is immediate. Now I am in Alberta Canada but some laws are very common. Some refer to establishing ‘residency • which can be something entirely different. Squatters seek to establish residency and end up with free lodgings until the owner can finally get them out. That said, if you signed a lease with me and I later found out you were conducting illegal activities there, I would have no choice but to evict. I had a pleasant drug dealer at one house -,took pretty good care of the house and always paid on time. As soon as I learned what he was really doing there I was compelled by law to evict him.So, read the lease - it is your bible and follow all of its clauses. Take good care of the property, be a pleasant neighbor and you will never be evicted.
How does one get invited to the Quora Partner Program? What criteria do they use, or is it completely random?
I live in Germany. I got an invite to the Quora partner program the day I landed in USA for a business trip. So from what I understand, irrespective of the number of views on your answers, there is some additional eligibility criteria for you to even get an email invite. If you read the terms of service, point 1 states:Eligibility. You must be located in the United States to participate in this Program. If you are a Quora employee, you are eligible to participate and earn up to a maximum of $200 USD a month. You also agree to be bound by the Platform Terms (https://www.quora.com/about/tos) as a condition of participation.Again, if you check the FAQ section:How can other people I know .participate? The program is invite-only at this time, but we intend to open it up to more people as time goes on.So my guess is that Quora is currently targeting people based out of USA, who are active on Quora, may or may not be answering questions frequently ( I have not answered questions frequently in the past year or so) and have a certain number of consistent answer views.Edit 1: Thanks to @Anita Scotch, I got to know that the Quora partner program is now available for other countries too. Copying Anuta’s comment here:If you reside in one of the Countries, The Quora Partner Program is active in, you are eligible to participate in the program.” ( I read more will be added, at some point, but here are the countries, currently eligible at this writing,) U.S., Japan, Germany, Spain, France, United Kingdom, Italy and Australia.11/14/2018Edit 2 : Here is the latest list of countries with 3 new additions eligible for the Quora Partner program:U.S., Japan, Germany, Spain, France, United Kingdom, Italy, Canada, Australia, Indonesia, India and Brazil. Thanks to Monoswita Rez for informing me about this update.
